The Special Commission for the Accreditation of Election Observers hereby calls for applications to give accreditation to national and international observers to independently and impartially observe the 2016 Parliamentary Election, to be held on the 7th of October 2016.

Pursuant to Article 2 of Law # 30-11 setting out the terms and conditions of the independent and impartial election observation, shall be eligible for accreditation:

  • National institutions mandated by law to observe elections;
  • Active civil society associations known for their work in the field of human rights and the promotion of the values of citizenship and democracy, legally established and operating in accordance with their articles of association; and
  • International non-governmental organizations interested in election observation, legally established in accordance with their national legislations and known for their independence and impartiality.

 

To submit their applications to the Special Commission for the Accreditation of Election Observers, eligible organizations are invited to fill in the online application form, available at the observation website (www.observation-elections2016.ma) and send it by email to observation2016@cndh.org.ma.

 

Applications can also be submitted at the National Human Rights Council, located in Hay Ryad-Rabat (Conseil national des droits de l’Homme, 22,Bd Arriad Hay Ryad-Rabat), in a sealed envelope addressed to the Chairman of the Special Commission for the Accreditation of Election Observers.

 

The deadline for submitting applications is June 8, 2016 at 3:30 p.m. (GMT).

 

The Special Commission for the Accreditation of Election Observers will review the duly submitted applications and notify its decision to the applicants no later than June 30, 2016.

 

The organizations that will be accredited shall undertake to respect the Observation Charter and all laws and regulations governing parliamentary election in Morocco.

 

The Special Commission for the Accreditation of Election Observers encourages applications that takes into account geographic, cultural and gender diversity as well as applications from disability rights organizations.

Eligibility requirements:

 

1- National observers

  • Must not be candidate in this parliamentary election;
  • Must be enrolled on the general electoral roll; and
  • Must sign the Observation Charter.

2- International observers

  • Must demonstrate proven experience in election observation; and
  • Must sign the Observation Charter.
